Section IX. General Assembly shall be amended as follows:
A paragraph 5a shall be inserted:
(5a) If the quorum is not reached, a new General Assembly shall be convened without delay, which shall always have a quorum.
The number of those present and entitled to vote (whether remotely or in attendance) constitutes the quorum for the calculation of voting majorities.
